Speakers

Kevin Tanner serves as the Commissioner of the Georgia Department of Behavioral Health and Developmental Disabilities. Prior to his appointment by Governor Brian Kemp, Kevin Tanner served as the County Manager of Forsyth. Governor Kemp also appointed him as chair of the Behavioral Health Reform and Innovation Commission in 2019, helping to secure meaningful improvements in this field. Previously, he served four terms as a State Representative for District 9 and has a total of thirty-two years in public service. Before his time in the General Assembly, Tanner served as the Dawson County Manager where he oversaw day-to-day operations as the county’s chief operating officer. He was recognized in 2011 as the Appointed Official of the Year by the Georgia Association of County Commissioners and in 2007 as one of Georgia Trend Magazine's 40 under 40. Tanner received his undergraduate degree from North Georgia College and State University and earned a master's of public administration from Columbus State University. He and his wife, Stacie, are the proud parents of three daughters, and he serves as a Deacon and adult Sunday school teacher at Bethel Baptist Church.

Nathan Mullins is the regional medical director at Behavioral Health Group’s opioid treatment programs in North Carolina, as well as part-time OB/GYN faculty and program director for the Addiction Medicine Fellowship at MAHEC.  He is board certified in OB/GYN and Addiction Medicine.

Dr. Henderson brings extensive clinical and business expertise to her work. Previously, she had a distinguished tenure at Eckerd Drugs, where she participated in the Pharmacy Speakers Bureau, served as Corporate Initiatives Representative, and held the position of Pharmacy District Manager. During her time with Eckerd, she was also a member of the Georgia Drug Utilization Review Board. Subsequently, Dr. Henderson worked as a Pharmacy and Durable Medical EquipmentAuditor for Xerox Corporation, auditing claims for major health insurance providers such asAetna, Blue Cross Blue Shield, and Humana.

Rosalyn D. Davis, MSCJ, MATS, CADC-II, ICADC

Rosalyn D. Davis is a seasoned criminal justice and behavioral health professional with more than 37 years of experience across the criminal justice system. She holds both a Bachelor's and a Master's degree in Criminal Justice and is a Certified Alcohol and Drug Counselor II (CADC-II), International Certified Alcohol and Drug Counselor (ICADC), and Medication-Assisted Treatment Specialist (MATS).

Mrs. Davis has served in numerous executive and leadership roles in state government and the private sector, including Probation Officer III, Day Reporting Center Manager, Statewide Manager for Day Reporting Centers, Programs Manager, and Manager II. She currently serves as the Services and Projects Manager for the Division of Reentry Services for the Georgia Department of Community Supervision.  She is also a part-time Criminal Justice Instructor at Middle Georgia State University and is a Senior Training Instructor with the Georgia Peace Officer Standards and Training Council (POST).

A nationally recognized trainer and consultant, Mrs. Davis provides training on trauma-informed practices, substance use disorders, recovery, and criminal justice topics. She is a National Trauma-Informed Response Trainer through the Substance Abuse and Mental Health Services Administration (SAMHSA), a Crisis Intervention Officer, and a sworn Probation and Parole Officer in the State of Georgia.

Mrs. Davis is actively involved in advancing the fields of community supervision, recovery, and behavioral health through her leadership with numerous professional and community organizations. She is the Immediate Past President of the Georgia Professional Association of Community Supervision and serves as Parliamentarian and Chair of the Bylaws and Social Justice Committees for the Alcohol and Drug Abuse Certification Board of Georgia.

 

Throughout her career, Mrs. Davis has remained committed to improving outcomes for justice-involved individuals, promoting recovery, and advocating for underserved populations. Her passion for education, collaboration, and evidence-based practices has made her a respected leader, national trainer, and consultant in the field of criminal justice.

Jeff Breedlove serves as CEO of the American Addiction Recovery Association and strategic policy advisor for the Georgia Council for Recovery and the Georgia Addiction Counselors Association.

Jeff was announced as a member of the 2023 Atlanta Business Chronicle Power 10: Health Care List as one of the 10 most powerful health care leaders in Georgia. Jeff was awarded a personal proclamation from Governor Brain Kemp in September 2023 as an outstanding advocate for peer led recovery in Georgia.

Jeff was awarded Georgia School of Addiction Studies Neil Campbell Recovery Champion Award, The Erick Allen Recovery Advocate of the Year for Georgia from the Georgia Council for Recovery, The Recovery Champion Award at the DBHDD All CPS Conference, the 2026 Prevention Advocate of the Year Award from Voices 4 Prevention, and has received numerous Recovery Leadership Awards from organizations across Georgia.

Jeff serves on the Board of Directors for the Georgia School of Addiction Studies and the Regional Advisory Board for the Rx Summit, the Board of Advisors of the Christopher Wolf Campaign, the Board of Directors of the Georgia Faith and Recovery Collaboration, the Board of Advisors of Georgians for Responsible Marijuana Policy.
