Preparing the 2026 UDS Report

Bonnie Tucker, DrPH, MPH, MBA, MA, Graduate Certificate in Mixed Methods Research, JSI Senior Associate, with over 30 years of experience working to improve health outcomes through leadership of research and evaluation programs. This has included defining methodologies and measures to answer research questions, collecting data using defined methodologies, and analyzing and interpreting the data to make inferences and conclusions based on analyses. These research and evaluation programs have included quantitative methodologies involving large global randomized controlled trials, quasi-experimental studies, secondary retrospective research, survey-based research, and observation-based research. Analytical approaches have included statistical analyses following a priori defined analysis plans including statistical plans, predictive modeling, trend and time-series analyses, and descriptive analyses. Data sources have included human-based trial data, primary data collected through observations, surveys, and qualitative methods, retrospective secondary datasets including HRSA UDS data, Medicare data, commercial EMR data, pharmacy databases, lab databases, registries, and data from medical chart abstractions. Qualitative research methodologies have included interviews, triads, focus groups, and ethnographies. For the past three years, Dr. Tucker has led a Technical Advisory Board for the Bureau of Primary Health Care (BPHC) – HRSA that provides feedback to BPHC on UDS measures including potential new measures and changes to measures. Additionally, she is the database administrator for a Gun Violence Prevention database which includes overseeing and supporting the reporting of services provided by grantees on this project. As part of this project, Dr. Tucker provides training on reporting requirements on a regular basis throughout the year.
