Texas’ Growth Is at Risk—And Business Leaders Must Act Now. 

With billions in infrastructure projects underway, Texas is experiencing a severe shortage of skilled trades professionals—a crisis that threatens business expansion, project timelines, and the state’s long-term economic strength. 

This high-level luncheon will convene top business leaders and industry executives to address this urgent challenge. Renowned economist Angelos Angelou and Dr. Carrie Angell, President & CEO of Better Business Bureau serving the Heart of Texas, will present groundbreaking findings from their co-authored white paper on Texas’ skilled trades deficit and its direct impact on infrastructure, workforce development, and economic resilience.

Bobby Jenkins is the owner of ABC Home & Commercial Services, a Texas-based, family-owned company founded in 1949, with offices in several Texas locations, including Austin, San Antonio, College Station, Bell County, Corpus Christi, the Rio Grande Valley, and Waco. ABC employs over 1,100 people and offers a broad range of services, such as pest and termite control, lawn care, landscaping, tree trimming, air conditioning and heating, plumbing, electrical work, pool cleaning and repair, handyman services, window cleaning, power washing, and appliance repair.

Carrie Angell, EdD, MPAff, is the President and CEO of Better Business Bureau Serving the Heart of Texas (BBB HOT), where she is committed to fostering trust between consumers and ethical businesses. In addition to leading BBB HOT, she oversees the BBB’s Foundation for Better Business, supporting small businesses, and Heart of Texas Business Services, a for-profit enterprise providing essential tools for business success. Carrie’s leadership has propelled BBB HOT to international prominence, growing it into the third-largest BBB globally, with over 15,000 Accredited Business members and a budget exceeding $15 million.

Carrie began her career as an investigative television news reporter before transitioning into corporate communications, where her expertise in media, research, and community engagement set the stage for executive leadership. Recognized for her strategic planning and organizational transformation skills, she has overseen six acquisitions of neighboring BBB offices, significantly expanding resources across Texas. Her leadership has earned BBB HOT accolades such as Top Workplace by the , Top 50 Best Nonprofits to Work For by , and Texas Monthly’s 100 Best Places to Work in Texas. Additionally, during the COVID-19 pandemic, she partnered with the City of Austin to administer over $40 million in grants to local businesses and nonprofits.

Beyond her role at BBB HOT, Carrie has held interim CEO positions for BBBs in Tulsa and Fort Worth and served as international BBB CEO during the brand’s centennial year. She represented BBB on national media, rang the closing bell at the NYSE, and laid a wreath at the Tomb of the Unknown Soldier. Her contributions to the BBB brand earned her the BBB Meritorious Award, and an annual brand award was named in her honor. Recognized as one of Austin’s best CEOs by the and the , she was also honored as a “Yellow Rose of Texas” by Governor Rick Perry for her service to Texas communities.

A Texas native, Carrie holds a doctorate in education from the University of Southern California, a master’s degree in public affairs from the University of Texas at Austin’s LBJ School, and is a Distinguished Alumna of Texas State University. Being from the small town of Corsicana, TX and growing up in an entrepreneurial household, Jarvis understands the challenges that small businesses encounter on a daily basis. Jarvis and the Governor’s Small Business Team strives to be an asset for businesses across all communities in Texas – whether big or small.

Jeff Burdett is the Texas State Director for the National Federation for Independent Business (NFIB), based in Austin, Texas.In his role, he represents and advocates for small business interests at the Texas Capitol and around the state.

Prior to NFIB, Jeff worked in government affairs roles in the broadband, cable, and technology industry for over 16 years.First, at the Texas Cable Association, where he began as Director and rose to Vice President of Government Relations over his tenure.Then in the corporate government relations world as the Regional Senior Director of Government Affairs at Charter Communications, where he had responsibility over several southern states.

Over the first decade of his career, Burdett held prominent positions on legislative staffs in both the House and Senate.

Jeff also served his community for 2 terms on the Sunset Valley City Council and as Mayor Pro Tem for the city.

Burdett has served in leadership positions on a number of boards and committees including the Texas Association of Business, Texas Cable Association, Louisiana Internet and Television Association, Sunset Valley Public Safety Committee, and the state board of the Children’s Advocacy Centers of Texas.
