Particularly in the high-risk, high-liability areas of law enforcement, police organizations battle a variety of threats. Injury and death, loss of public trust, and civil liability are daily concerns.

Today, lawsuits and communities question whether a law enforcement agency has responsibly planned and managed a broad array of operational and administrative dynamics. The agency’s policies are challenged and processes of hiring, training, supervision and discipline are closely scrutinized.

If police officials have not dealt adequately with these matters, supervisory liability, liability for negligent training, and municipal liability will follow, as will loss of public trust. Through responsible, systematic planning and implementation, law enforcement supervisors, managers and administrators can minimize the risk of officer misconduct, increase individual and organizational effectiveness, sharply reduce the threat of civil liability, vastly improve community trust, and enhance both officer and public safety. This program shows how. While emphasizing risk exposure generated by the actions of individual law enforcement officers, there is much discussion of liability for various forms of administrative negligence. Theories and trends in federal civil rights litigation will be explained and analyzed. Particular emphasis is placed on the practical realities of day-to-day police work, merging the need for effectiveness with the need to protect constitutional and human rights. Program orientation is positive and practical. Proactive and reactive strategies are discussed in detail.

Graduate of the highly-regarded University of North Carolina School of Law, his work has been mentioned in the Wall Street Journal, discussed on 60 Minutes and featured on both the Law Enforcement Television Network and FBI Training Network. Author of a book on policing, 100+ published articles, and past head of the National Association of Police Legal Advisors, he has conducted law enforcement training in every state and taught more than a half-million law enforcement officials, tens of thousands of police leaders.
