Developing A Comprehensive Use of Force System

Despite its statistical rarity relative to the number of police-citizen contacts, use of force by police creates major societal and administrative issues. This is understandable, given the nature of policing and use of force. The topic remains one of the top five most-litigated areas in policing. Hardly a day passes without associated news media reporting. An ongoing question emerges: How does the police organization manage and implement its use of force system?

This course examines the components of a comprehensive use of force system and illustrates a systems analysis approach to developing and managing a use of force system that will pass muster in both courts of law and public opinion. This is advanced applied leadership training in shaping policy and systems.

Then, a department head at a state law enforcement training center, nearly ten years in-house counsel to a major city police department, now 30 years a partner in a prominent law enforcement consulting firm and a nationally recognized expert in police law, systems, leadership and accountability. Graduate of the highly-regarded University of North Carolina School of Law, his work has been mentioned in the Wall Street Journal, discussed on 60 Minutes and featured on both the Law Enforcement Television Network and FBI Training Network. Author of a book on policing, 100+ published articles, and past head of the National Association of Police Legal Advisors, he has conducted law enforcement training in every state and taught more than a half-million law enforcement officials, tens of thousands of police leaders. Dr. Darrell Ross is an renowned expert in police use of force and related systems. He has presented at more than 800 seminars and conferences worldwide, instructed and consulted for law enforcement, corrections, private security, the military, and federal agencies in America and abroad, and has been retained as an expert witness in more than 1,000 court cases. He holds a Certificate in Executive Management & Leadership from the Kennedy School of Government at Harvard University and a doctorate degree from Michigan State University. His doctorate dissertation was entitled, “Citizen Resistance During Police Arrest.” Author of 100 articles and 5 books, including Civil Liability in Criminal Justice (currently in its 7th Edition), and with Dr. Ted Chan, Sudden Deaths In-Custody, and with Dr. Gary Vilke, Guidelines for Investigating Officer-Involved Shootings, Arrest-Related Deaths, and Deaths In-Custody, he also served as an Advisory Board Member for PPCT/Warrior Science and was its Director of Research for over 20 years. Initially, he worked for 13 years with the Michigan Department of Corrections in a maximum custody prison as an officer, and then unit manager of a cell block which housed 500 mentally-ill prisoners. He taught in the Michigan corrections academy then at a police academy at a state university. His training topics ranged from hands-on use of force tactics to responding to and communicating with the mentally ill. He remains highly active in the subject control and arrest techniques training world, while still a Department Head at a large state university and researcher, presenter, and expert witness on police practices, notably use of force.
