About the CalTax Members' Luncheon With Senator Niello and Assembly Member Tangipa

Join us on May 7 for budget briefing and luncheon featuring Senator Roger Niello and Assembly Member David Tangipa, the vice chairs of the budget committees in their respective houses.

 

With negotiations heating up as the Legislature’s budget deadline approaches, this timely discussion will provide insight into the state’s fiscal outlook, spending pressures, and the policy choices ahead – including tax policy decisions that will have a major impact on California’s cost of living and ability to compete for jobs and investments.

 

The nonpartisan Legislative Analyst's Office projects that California faces ongoing annual budget deficits of approximately $30 billion beginning next year, underscoring the significance of the decisions before the Legislature.

 

During their presentation, Senator Niello and Assemblyman Tangipa will share their perspectives as the lead Republicans on budget issues, and will address the state’s fiscal condition, budget priorities, and strategies to restore long-term financial stability.

 

Attendees will have an opportunity to engage directly with both lawmakers during a question-and-answer session.

Senator Roger Niello

Vice Chair of Budget and Fiscal Review

Roger Niello has been a Sacramento resident for most of his life, having graduated from Encina High School in Arden. 

After earning his undergraduate degree from the University of California at Berkeley and his Master’s Degree from the University of California at Los Angeles, Roger began his career as a Certified Public Accountant.

In 1974, Roger joined his family business, the Niello Auto Group, and spent the next 25 years running retail automobile dealerships with his family partners. He served as corporate Chief Financial Officer and was president and general manager of several of the group’s franchises. While involved in the retail auto business, Roger was recognized for his service in the industry as American International Automobile Dealer Association All Star Dealer and the Central Valley New Car Dealer Association Dealer of the Year.

Roger was elected to the Sacramento County Board of Supervisors, in a special election in 1999 and in 2004 was elected to the California State Assembly and re-elected twice. During his six years in the Assembly, Roger served on the Transportation Committee, Banking and Finance Committee, Public Employees, Retirement and Social Security Committee; Business, Professions and Consumer Protection Committee, Insurance Committee, Budget Committee, Joint Legislative Audit Committee, Joint Committee on Emergency Services and Homeland Security, and the Select Committee on Foster Care.

After his time in the Assembly concluded, Roger accepted an appointment as President and CEO of the Sacramento Metro Chamber of Commerce. Roger was elected to represent Placer and Sacramento counties in the State Senate in 2022.

Assembly Member David Tangipa

Vice Chair of the Budget Committee

David Tangipa was elected to the State Assembly in 2024 to advocate for Calaveras, Fresno, Inyo, Madera, Mariposa, Mono, and Tuolumne counties. Prior to being elected to the legislature, David worked in real estate and with Fresno County.

David is a San Joaquin Valley native. A proud, first-generation American and son of a veteran. David was born and raised in Sacramento and has lived his entire adult life in Fresno. He attended Fresno State and played tight end for the Bulldogs where he learned the importance of discipline, hard work, and spirit of the Central Valley.

After earning a bachelor's degree in Political Science and Criminology, as well as a master's in Business Administration with an emphasis in marketing. David emarked on a career helping people live the American dream of owning a home. 

David is passionate about serving his community and is involved with Fresno County Athletic Hall of Fame, Fresno State Bulldog Foundation, and Fresno State Football Alumni.
