Show Up. Speak Out. Advocate. Join us for Advocacy Day 2026!

Join early learning champions from across Washington for a powerful day of advocacy and community representation in Olympia! On February 12, we’ll gather to lift early learning voices, champion ECEAP, and make our presence felt at the Capitol.

The day kicks off at 8:00 AM at ESD 113, where we’ll connect, prepare, and build momentum before heading to the Capitol to advocate directly with lawmakers. The Advocacy 101 Training at 8:30am and 10am are identical, you only need to attend one. Attend the one that makes the most sense for you. We’ll wrap up at the ESD 113 by 11:30am and we will head to the Capitol. Our day will finish at the Capitol at 3pm, after our energizing rally, held at the Capitol steps.

Location: ESD 113 (6005 Tyee Dr SW, Tumwater, WA 98512) and finishing at the Capitol in Olympia, WA (416 Sid Snyder Ave SW, Olympia, WA 98504)

Time: As early as 8am, ending at 3pm.

What to expect:

  • Meaningful advocacy on behalf of children, families, and communities
  • A strong focus on early learning and elevating ECEAP
  • Lunch includedwith registration
  • A specialscarf to show our shared commitment
  • Children are welcome to attend for free!

Transportation note: We are exploring transportation options from Spokane → ESD 113 → Capitol → Spokane. Availability is not guaranteed, but we’ll share updates in early February.

Lawmaker Meetings

WSA is holding a training on how to set up meetings with your lawmakers! It will be recorded and posted on our Advocacy Day Tools 2026 page, found on our website. Please set up meetings with your lawmakers for February 12th! If you would like WSA to set up your meetings for you, please contact Sandy at sandy@wsaheadstarteceap.com.

***As a reminder, Advocacy Day lawmaker meetings are intended for everyone. You may meet people you haven’t met before who live in the same legislative district. These meetings are a team effort, and even if you were the one to request the meeting, offices often combine requests when they focus on the same issue area. Please help create an inclusive and welcoming environment for all participants.

If you make your own appointments, please share them with WSA.

Optional Lunch and Learn sessions to prepare for Advocacy Day, Spanish options available! All will be recorded and posted on our website for access.

All Lunch and Learns will start at 12pm.

Agenda

Thursday, February 12 – Advocacy Day! (lunch included)

8am- Registration opens

8:30 AM – Early Bird Advocacy Training [Spanish option]

10AM – Main Advocacy Training [same content as 8:30; Spanish option]

11:30 AM – Grab your lunch and meet with your lawmakers!

2:30 PM – Rally at the Capitol Steps!

Dress code: Wear RED to stand out, show solidarity, and make a bold statement for early learning!

Cancellation policy

1. Organizer Cancellation

If the event is canceled by the organizer due to unforeseen circumstances (e.g., venue issues, weather, health and safety concerns, or government restrictions):

  • Attendees will receive a full refund of their ticket or registration fee.

  • The organizer is not responsible for any additional costs incurred by attendees (e.g., travel, accommodation).

2. Attendee Cancellation

If an attendee cancels their registration:

  • More than 20 days before the event: Full refund (minus any processing fees).

  • 7-20 days before the event: Refund minus $30 cancellation fee.

  • Less than 7 days before the event: No refund.

All cancellation requests must be submitted in writing to katy@wsaheadstarteceap.com.

3. Event Postponement

If the event is postponed, all tickets or registrations will automatically be valid for the new date.

If you cannot attend the rescheduled date, you may request a full refund within 14 days of the new date announcement.

Speakers

Joel is the Executive Director of the Washington State Association of Head Start and ECEAP (WSA).  Joel’s is committed to making sure all children live up to their fullest potential. He is also passionate about ensuring that parents have a voice in policy making and key tables. He’s most proud of his work advocating for Head Start and ECEAP funding and improving the child care subsidy system so that it’s easier to access and more affordable for parents. Previously, Joel was the government affairs director at the National Head Start Association and spent a year teaching in a Head Start classroom as an AmeriCorps member. His reading of Cat in the Hat is still famous and he received loud cheers from 3 and 4 year olds in attendance. Joel is married and has a 13 year old that is a lot of fun and energetic. Because his daughter is doing school at home Joel is serving as a school custodian, librarian, and cafeteria worker. His daughter would also like to remind everyone that he cannot make raviolis correctly as he overcooks them and they fall apart. When he’s not working he’s typically outside running, playing basketball, coaching, or watching his beloved Boston sports teams (yes you can boo!). He’s also proud to serve on his daughter’s middle school PTSA, the Family Treatment Court of King County, and the Governor’s Serve Washington Commission. He holds a Bachelor’s Degree from Brandeis University and a law degree from American University.

I grew up in Wenatchee (with lots of summer time in Chelan) and upon graduation, chose the college that accepted me that was geographically farthest from Central WA, even though my family is awesome. Needed a little breather. Imagine growing up where your father is the local judge and your family has lived there since 1910. Yeah, not a lot of privacy.

After college I worked in DC for 4 years as legislative assistant and Press Secretary for Rep. Sid Morrison, (R, Zillah) and then went travelling off to central and South America for a while. I have worked as a cafeteria dishwasher, a public engagement consultant, an insurance adjuster assistant, a database developer for a weatherization program, a part-time interpreter, a waitress in a pancake house, a census taker, a focus group facilitator, an English as a Second Language teacher in Vietnam, a bookkeeper back when we wrote things on ledgers, a title company clerk, and a Spanish drill instructor. I love to travel and have been to 34 countries and have lived in Mexico, Spain and Vietnam. Now I try to make the world a better place for children and families by hassling elected officials and bureaucrats. I write children’s books for my niece Eliza, who is also the person upon whom I experiment with all the CLASS instructional support strategies I learn while walking through trainings.

I grew up in California and completed my undergraduate studies at California Polytechnic University, San Luis Obispo, where I earned my Bachelor of Science in Child Development and minors in psychology and oddly enough, religious studies! During my time in college I worked as a Preschool Teacher and as an Bilingual Adminstrative Specialist at a nonprofit community counseling center. 

Soon after I graduated I moved to Seattle to complete my Master’s in Education Policy. I always knew I wanted to be involved in early learning spaces, but still felt a little lost so I participated in the Pathwaves WA Fellowship program for leaders of color entering the early learning field in WA. 

Through my fellowship I got matched with WSA and got hired on after my fellowship.

I am a strong believer in the power of parents and teachers and my passion comes directly from the communities I get the privledge to share space with.
